  • The guidance outlines practical steps to integrate community engagement and accountability into cash and voucher assistance programmes during COVID‑19, emphasizing participation, transparency, and protection throughout the project cycle. It provides recommendations for preparedness, design, implementation, and monitoring, including consulting communities on preferences, forming representative committees, agreeing and communicating selection criteria, and setting up feedback mechanisms. Special attention is given to adapting processes for pandemic conditions, such as using remote communication, minimizing gatherings, and ensuring inclusion of vulnerable groups. The document also addresses risk communication, safeguarding against exploitation, and training volunteers on protection, gender, and inclusion, aiming to deliver assistance safely, fairly, and with dignity.
