  • The document provides a practical framework for designing and implementing anticipatory action with and for internally displaced persons and refugees through co-production, emphasizing inclusive, participatory and context-specific approaches. It outlines how displaced populations face heightened climate and disaster risks, and explains how co‑production—bringing together communities, humanitarian actors, meteorological services and authorities—can strengthen early‑warning systems, identify needs, co‑develop solutions and integrate gender, equality and social inclusion considerations. The guide presents a six‑step process covering stakeholder mapping, building common ground, assessing vulnerabilities, designing early actions, implementing anticipatory measures in camp and urban settings and evaluating outcomes. Drawing on the WISER MENA Istibak project and other case studies, it demonstrates how co‑production enhances relevance, trust, coordination and ownership, ultimately improving the effectiveness and sustainability of anticipatory action for displaced people.
