Abstract:
  • The document synthesizes the growing humanitarian risks posed by harmful information, describing how misinformation, disinformation and manipulated narratives increasingly undermine trust, obstruct access, endanger communities and erode the foundations of principled humanitarian action. It highlights how the speed and scale of today’s information environment—amplified by digital platforms, polarization and AI technologies—turn harmful content into a chronic, systemic crisis that distorts needs, fuels mistrust and disrupts life‑saving operations. Emphasizing that trust, proximity, community engagement and accountability are now essential components of preparedness and response, the text calls for a whole‑of‑society effort involving states, platforms, humanitarian actors and local leaders to strengthen information integrity, build resilience, safeguard humanitarian principles and protect affected populations. It concludes that navigating this hostile information landscape requires shifting from reactive communication to proactive, community‑centred strategies that uphold dignity, reinforce trust and preserve humanitarian space.
