Abstract:
  • The document examines how sustained use of cash and voucher assistance by a National Society helped transform both humanitarian response and social protection delivery in Eswatini, particularly during the COVID‑19 crisis. Drawing on prior emergency cash programmes, close government coordination and targeted advocacy, mobile money was adopted at national scale to replace in‑kind aid and cash‑in‑envelope distributions, enabling faster, safer and more cost‑efficient assistance. The experience highlights how humanitarian cash can act as a catalyst for longer‑term system change, strengthening coordination, data sharing and delivery mechanisms while laying foundations for more shock‑responsive and inclusive social protection.
