Abstract:
  • This report outlines the work of the IFRC’s Office of Internal Audit and Investigations during 2023, a year marked by large‑scale and complex humanitarian operations, including major responses in Türkiye, Syria, Sudan, and the Ukraine and impacted countries. It highlights how the Office strengthened governance, risk management, and integrity systems through targeted internal audits, enhanced external audit coordination, expanded advisory support, and increased collaboration across audit and investigation teams. The document reports significant growth in allegations received through Integrity Line, reflecting heightened awareness and trust in reporting mechanisms, and details the Office’s efforts to address fraud, corruption, and sexual misconduct through capacity‑building, joint investigations, and National Society support. It also underscores the continued modernization of the IFRC’s control framework—including ERP preparation, process streamlining, and safeguarding initiatives—and emphasizes ongoing challenges in operationalizing risk management at field level, alongside priorities for strengthening assurance, integrity, and organizational resilience moving into 2024.
