Abstract:
  • This report provides an overview of the IFRC Office of Internal Audit and Investigations’ activities in 2022, a year marked by exceptional operational expansion driven by major crises such as the Ukraine and impacted countries response, the continuation of the ESSN programme in Türkiye, and the launch of large multi‑country initiatives including the Pilot Programmatic Partnership and the Africa CDC Saving Lives and Livelihoods Programme. It highlights how the Office adapted its assurance, advisory, and investigation functions to a rapidly evolving risk environment, strengthening oversight of high‑value operations, embedding dedicated audit and investigation teams in Ukraine, and supporting the development of IFRC’s risk management systems, safeguarding capacities, and ERP modernization. The report notes a significant rise in allegations reported through Integrity Line, reflecting increased awareness, strengthened reporting mechanisms, and growing trust in integrity processes, while also detailing the complexity of cases—including fraud, corruption, and sexual misconduct—and the Office’s efforts to provide timely, credible investigations and integrity‑related training across the IFRC network. Overall, it underscores the continued need for corporate control enhancements and the Office’s role in supporting accountability, risk mitigation, and integrity within an expanding and increasingly complex humanitarian operating environment.
